2013年9月和10月，中國(guó)國(guó)家主席習(xí)近平在出訪中亞和東南亞國(guó)家期間，先后提出共建“絲綢之路經(jīng)濟(jì)帶”和“21世紀(jì)海上絲綢之路”（以下簡(jiǎn)稱“一帶一路”）的重大倡議，得到國(guó)際社會(huì)高度關(guān)注。中國(guó)國(guó)務(wù)院總理李克強(qiáng)參加2013年中國(guó)－東盟博覽會(huì)時(shí)強(qiáng)調(diào)，鋪就面向東盟的海上絲綢之路，打造帶動(dòng)腹地發(fā)展的戰(zhàn)略支點(diǎn)?！耙粠б宦贰苯ㄔO(shè)，對(duì)推進(jìn)我國(guó)新一輪對(duì)外開放和沿線國(guó)家共同發(fā)展意義重大，有利于促進(jìn)沿線各國(guó)經(jīng)濟(jì)繁榮與區(qū)域經(jīng)濟(jì)合作，加強(qiáng)不同文明交流互鑒，促進(jìn)世界和平發(fā)展，是一項(xiàng)造福世界各國(guó)人民的偉大事業(yè)。
長(zhǎng)期以來(lái)，基礎(chǔ)設(shè)施建設(shè)對(duì)拉動(dòng)我國(guó)內(nèi)需、增加就業(yè)、服務(wù)民生、促進(jìn)經(jīng)濟(jì)社會(huì)協(xié)調(diào)發(fā)展具有重大的戰(zhàn)略意義。而基礎(chǔ)設(shè)施互聯(lián)互通正是“一帶一路”建設(shè)的優(yōu)先領(lǐng)域。中國(guó)與沿線國(guó)家間的跨境公路、鐵路、油氣管道、通信設(shè)施等建設(shè)項(xiàng)目正陸續(xù)上馬，隨著“一帶一路”的延伸，基礎(chǔ)設(shè)施建設(shè)工程項(xiàng)目的數(shù)量和投資規(guī)模預(yù)期將大幅度增長(zhǎng)。
“一帶一路”沿線大多是新興經(jīng)濟(jì)體和發(fā)展中國(guó)家，這些國(guó)家普遍處于經(jīng)濟(jì)發(fā)展的上升期，開展互利合作的前景廣闊。另一方面，中國(guó)與“一帶一路”沿線國(guó)家的共建合作也將面臨一系列的困難與風(fēng)險(xiǎn)：絲綢之路經(jīng)濟(jì)帶所覆蓋的中亞、西亞、北非等地區(qū)宗教和民族問(wèn)題關(guān)系復(fù)雜，經(jīng)濟(jì)發(fā)展程度、社會(huì)經(jīng)濟(jì)體制、宗教文化習(xí)俗相去甚遠(yuǎn)，且部分國(guó)家一定程度上基礎(chǔ)建設(shè)相對(duì)落后。要應(yīng)對(duì)“一帶一路”基礎(chǔ)設(shè)施建設(shè)工程實(shí)施的各種困難與風(fēng)險(xiǎn)，需要加強(qiáng)工程項(xiàng)目的管理。與此同時(shí)，我國(guó)在工程管理理念、技術(shù)、方法和工程管理創(chuàng)新與實(shí)現(xiàn)可持續(xù)發(fā)展等方面也需要進(jìn)一步提升。因此，圍繞國(guó)家戰(zhàn)略目標(biāo)，開展交通、運(yùn)輸、能源、資源設(shè)施、通信設(shè)施建設(shè)等工程管理領(lǐng)域等研究，對(duì)于落實(shí)科學(xué)發(fā)展觀、促進(jìn)我國(guó)科學(xué)技術(shù)進(jìn)步和工程管理理論創(chuàng)新、保證工程項(xiàng)目又好又快建設(shè)，推動(dòng)共建“一帶一路”重大愿景的實(shí)現(xiàn)具有重要意義。
在這樣的背景下，中國(guó)工程院與陜西省人民政府定于2016年8月在西安舉辦第二屆國(guó)際工程科技發(fā)展戰(zhàn)略高端論壇，論壇主題定為“基礎(chǔ)設(shè)施建設(shè)工程管理”(The Engineering Management of Infrastructure Construction)，并接著召開一年一度的“中國(guó)工程管理論壇2016”。論壇主題是：“一帶一路”基礎(chǔ)設(shè)施建設(shè)工程管理(The Engineering Management of Infrastructure Construction for “the Belt and Road”)。
“中國(guó)工程管理論壇2016”將是繼2007年以來(lái)先后9次成功舉辦論壇后的第十屆，我們將誠(chéng)邀國(guó)際知名工程管理專家和我國(guó)專家學(xué)者一起，圍繞“一帶一路”戰(zhàn)略基礎(chǔ)建設(shè)工程管理中的前沿問(wèn)題，開展跨學(xué)科、跨行業(yè)、跨地區(qū)的學(xué)術(shù)研討。論壇將為交流基礎(chǔ)設(shè)施建設(shè)工程管理經(jīng)驗(yàn)、共同謀劃“一帶一路”發(fā)展藍(lán)圖提供交流平臺(tái)，并積極推動(dòng)“一帶一路”周邊各國(guó)以及我國(guó)社會(huì)經(jīng)濟(jì)的可持續(xù)發(fā)展做出新的貢獻(xiàn)。

(1)Preface
When Chinese President Xi Jinping visited Central Asia and Southeast Asia in September and October of 2013, he raised the initiative of jointly building the Silk Road Economic Belt and the 21st-Century Maritime Silk Road (hereinafter referred to as the Belt and Road), which have attracted close attention from all over the world. At the China-ASEAN Expo in 2013, Chinese Premier Li Keqiang emphasized the need to build the Maritime Silk Road oriented towards ASEAN, and to create strategic propellers for hinterland development. Accelerating the building of the Belt and Road can help promote the economic prosperity of the countries along the Belt and Road and regional economic cooperation, strengthen exchanges and mutual learning between different civilizations, and promote world peace and development. It is a great undertaking that will benefit people around the world.
For a long time, the infrastructure construction plays a strategic role in pulling China's domestic demand, increasing employment, serving people's livelihood and promoting the coordinated development of economy and society. Facilities connectivity is a priority area for implementing the initiative. Cross-border construction projects such as highway, railway, oil and gas pipelines, communication facilities between China and countries along the route are being built successively. With the extension of the Belt and Road, the number of infrastructure construction projects and investment scale are expected to increase substantially.
Countries along the Belt and Road are mostly emerging economies and developing countries in the economic booming phase, so they have a broad prospect to develop mutual beneficial cooperation. From another aspect, in developing co-construction and cooperation of China and countries along the Belt and Road, there exists a series of difficulties and risks: complex relationship of religious and ethnic problems in Central Asia, West Asia, North Africa and other regions, extreme variation of the economic development degree, social economy system and religious culture, and relatively backward to a certain extent in infrastructure of some countries. To deal with these difficulties and risks in the implementation of the infrastructure engineering construction, it is necessary to strengthen the management of the engineering project. At the same time, further promotion in concept, technology methods, innovation and sustainable development of engineering management are also needed for China. Consequently, researches focusing on the national strategy goals on engineering management filed such as transportation, energy, resource facilities and communication facilities, will be of great importance in promoting the progress of China’s science and technology and the innovation of engineering management theory, guaranteeing the sound and rapid construction of engineering projects and driving the realization of the great vision of the co-construction of the Belt and Road.
In this background, the Chinese Academy of Engineering and the People’s Government of Shaanxi Province are scheduled for holding the 2nd International Top-level Forum on Engineering Science and Technology Development Strategy in Xi’an in August 2016. The forum theme will be “The Engineering Management of Infrastructure Construction”, and the China Engineering Management Forum·2016 will be followed with the theme of “The Engineering Management of Infrastructure Construction for “One Belt and One Road”
China Engineering Management Forum·2016 will be the 10th session following the previous successful 9 sessions since 2007. We will invite some internationally renowned professionals of engineering management and experts and scholars of China to conduct interdisciplinary, cross-industry and cross-regional academic discussions focusing on the frontier problems in infrastructure engineering management of the Belt and Road strategy. The forum will provide a communication platform for the communication of infrastructure construction engineering management experience and the common design of the layout plan of the Belt and Road, and make new contributions to the positive promotion of the sustainable development of social economy of China and countries along the Belt and Road.
